Victims of Sex Trafficking
For many, it may be surprising that sex trafficking—exploitation of people for the purpose of commercial sex—happens in Allegheny County. Yet it does.
The needs of Commercially Sexually Exploited Victims (CSEV) are complex and unique. Victims often have a strong trauma bond with their trafficker. PAAR’s 45-year history of helping victims of sexual assault and abuse, makes PAAR uniquely qualified to help local victims of sex trafficking progress along a continuum of care—safety, healing, gaining strength, and independence.
PAAR provides intensive case management, life skill classes, trauma and group therapy to address the comprehensive needs of trafficked individuals. The overall goal of is to help the victim break free from their trafficker, heal from abuse, become self-sufficient, and build a strong support system.
Commercially Sexually Exploited Victims are at a significantly higher risk of short- and long-term mental health consequences, including depression, anxiety, suicide, eating disorders, substance abuse, promiscuity, low self-esteem, psychiatric hospitalizations, and post-traumatic stress disorder (PTSD) than most other crime victims.
Is located in the city of Pittsburgh and provides a safe, secure place for victims:
- Mondays – Thursdays 10:00 am to 6:00 pm.
- Fridays 12:00 pm to 4:00 pm
No appointments are needed to visit the center.
- Private space for case management and legal advocacy
- Computers for client usage
- Personal space for interactions with peers
- Kitchenette for small meals and snacks
Serving the underserved
CSEV have been served by PAAR in a variety of ways over the past few years. The drop-in center is the only space in our county devoted to servicing this population.
PAAR will now provide the full continuum of services to this underserved, vulnerable population. The complex needs of victims will be addressed in a safe, welcoming environment that will help victims begin their path to independence, safety, and heal from their trauma.

Our skilled, credentialed professionals are specifically trained to provide victim-centered, trauma-focused services to all victims ages 13-23, all genders, and LGBTQ +.
PAAR’s Staff includes:
- Case Managers
- Trauma therapists
Case Managers will assess the needs of each client, including practical and daily living needs, with the primary emphasis on ensuring safety. PAAR works closely with our well-established network of community resources to assist with a full spectrum of needs, including housing, medical, educational, employment, legal, childcare, and HIV.
All services are provided in full accordance with the Pennsylvania Commission on Crime & Delinquency standards that PAAR has provided since 1972. PAAR also assists victims with all rights they are entitled to under the Victims’ Rights Laws in PA.
Psycho-educational groups are an important part of helping victims heal from abuse and gain skills for independence from their trafficker.

Therapists provide a variety of counseling approaches, depending on which is the best fit for each individual. These include:
